2009 Award is presented in 2011 , there is a year missing between this time, where is 2010 awards hidinh ? :)
you are right. They usually celebrate this event annually. However, during these years, I think all the people including the people from the ministry of arts were busy moving the capital to a new place and the ceremony was late. I think so. :P
hmmmmmmm, I guess administrative relocation hampers many regular event in recent year in Burma. Stay well and have fun.
